I transmit to you herewith for your information
and guidance a copy of a letter which has been receiv-
ea from the Colonial office together with certain docu-
ments enclosed therein respecting the desire of the
Hongkong Government to see the Cunton-Kowloon and
Canton-Hankow railways connected.
The Colonial Government have reason to suppose
that the Chinese Government are opposed to this scheme,
but having regard to the urgent importance attached to
the matter by the Secretary of State for the Colonies,
I request that, on receipt of this despatch, you will
communicate with Sir Henry May and, when ao desired,
afford all the support in your power both on this
point and generally in connexion with the negotiations
for the drawing up of a joint working agreement for
the Canton-Kowloon line.
